Situation Overview
On November 17, 2024 at the 2AM bulletin of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), Super Typhoon Pepito continued to move west northwestward at 15 km/hour over the coastal waters of Camarines Sur with maximum sustained winds of 185 km/hour and gustiness of up to 255 km/hour. Tropical Cyclone Wind Signal (TCWS) no. 5 was raised in the norther portion of Catanduanes, the northeastern portion of Camarines Sur, Calaguas Islands, and the eastern portion of Polillo Islands. TCWS no. 4 was placed in Tiwi, Albay, the eastern portion of Camarines Sur, the rest of Camarines Norte, the rest of Catanduanes, and the rest of Polillo Islands. TCWS no. 3 was hoisted over the northeastern portion of Sorsogon, the rest of Albay, the rest of Camarines Sur, the northeastern portion of Quezon, the eastern portion of Laguna, Aurora, the eastern and central portions of Rizal, the central and eastern portions of Bulacan, the northeastern portion of Pampanga, Tarlac, Nueva Ecija, the northern portion of Zambales, Pangasinan, La Union, the southern portion of Ilocos Sur, Benguet, Ifugao, the southern portion of Mountain Province, Nueva Vizcaya, Quirino, and the southern portion of Isabela. TCWS no. 2 was in effect in the rest of Sorsogon, Ticao Islands, Burias Island, Marinduque, the rest of Quezon, the rest of Laguna, the rest of Rizal, Cavite, the northern portion of Batangas, Metro Manila, Bataan, the rest of Zambales, the rest of Pampanga, the rest of Bulacan, Kalinga, Abra, the rest of Mountain Province, the southern portion of Apayao, the rest of Ilocos Sur, the rest of Isabela, the southwestern portion of Cagayan, and Northern Samar. TCWS no. 1 was in effect in the rest of Masbate, Romblon, the northern and central portions of Oriental Mindoro, the northern and central portions of Occidental Mindoro including Lubang Islands, the rest of Batangas, the rest of Cagayan including Babuyan Islands, the rest of Apayao, the rest of Ilocos Norte, Biliran, the northernmost portion of Cebu including Bantayan Islands, the northernmost portion of Iloilo, the northern portion of Samar, the northern portion of Eastern Samar, and the northernmost portion of Leyte. High risk of life-threatening storm surge warning with peak surge heights exceeding 3.0 meters was issued in the coastal communities of the Ilocos Region, Isabela, Central Luzon, Metro Manila, CALABARZON, Marinduque, Bicol Region, Northern Samar, Samar, and Eastern Samar.
At the 5AM PAGASA bulletin, Super Typhoon Pepito maintained its intensity as it continued to move west northwestward at 15 km/hour, TCWS no. 5 was raised in Patnanungan and Jomalig in Polillo Islands, and Calaguas Islands. TCWS no. 4 was placed in the northeastern portion of Camarines Sur, the rest of Camarines Norte, the northern and western portions of Catanduanes, General Nakar and Infanta in Quezon, the rest of Polillo Islands, the central and southern portions of Aurora, the eastern portion of Nueva Ecija, Alfonso Castañeda in Nueva Vizcaya, and Nagtipunan in Quirino. TCWS no. 3 was hoisted over the rest of Camarines Sur, the rest of Catanduanes, the northeastern portion of Albay, the eastern portion of Quezon, the eastern portion of Laguna, the eastern and central portions of Rizal, the rest of Aurora, the eastern and central portions of Bulacan, the northeastern portion of Pampanga, the rest of Nueva Ecija, Tarlac, the northern portion of Zambales, the rest of Nueva Vizcaya, the rest of Quirino, the southern portion of Isabela, the central and southern portions of Ilocos Sur, La Union, Pangasinan, Benguet, Ifugao, the western portion of Mountain Province, and the southern portion of Abra. At the 8AM PAGASA bulletin, Super Typhoon Pepito was moving over the sea east of Quezon. It maintained its intensity and continued moving northwestward at km/hour. TCWS no. 5 was still raised in Patnanungan and Jomalig in Polillo Islands, and Calaguas Island. TCWS no. 4 was placed in Siruma, Camarines Sur, the rest of Camarines Norte, General Nakar and Infanta in Quezon, the rest of Polillo Islands, the central and southern portions of Aurora, the eastern portion of Nueva Ecija, Alfonso Castañeda in Nueva Vizcaya, and Nagtipunan in Quirino. TCWS no. 3 was hoisted over the northern portion of Camarines Sur, the western portion of Catanduanes, the eastern portion of Quezon, the eastern portion of Laguna, the eastern and central portions of Rizal, the rest of Aurora, the eastern and central portions of Bulacan, the northeastern portion of Pampanga, the rest of Nueva Ecija, Tarlac, the northern portion of Zambales, the rest of Nueva Vizcaya, the rest of Quirino, the southern portion of Isabela, the central and southern portions of Ilocos Sur, La Union, Pangasinan, Benguet, Ifugao, the western portion of Mountain Province, and the southern portion of Abra. Storm surge warning was issued to be more than 3.0 meters in the low-lying coastal areas of Aurora, Camarines Norte, Pangasinan, and Quezon.

Affected Populations
National Disaster Risk Reduction and Management Council (NDRRMC) reported combined effects of Typhoons Nika and Ofel, and Super Typhoon Pepito. A total of 238,982 families or 852,475 people were affected in 5 regions. 514,576 were pre-emptively evacuated from the Ilocos Region, Cagayan Valley, Central Luzon, CALABARZON, MIMAROPA, and Bicol Region. 111,658 people were displaced where 75,581 individuals were served inside 566 evacuation centers.
In the aftermath of Super Typhoon Pepito, damaged and destroyed houses, toppled trees and electric posts, and scattered roof debris on the road were seen in Panganiban, Catanduanes and nearby municipalities.
In the early morning of November 17, residents of Polillo Islands and Camarines Norte battled strong winds, intense rainfall, and storm surge causing flooding. More than 100 families already evacuated in Quezon City as rain started falling with gusts of wind.
