Heavy rains brought about by the southwest monsoon or  persists over Metro Manila and parts of Luzon since Saturday, August 11, 2018.

Weather bureau , and Astronomical Services Administration (PAGASA) has issued Orange Rainfall Alert as early as 12:20 noon of August 11, and issued Red Rainfall Alert by 2:00 pm on the same day.  Slight to moderate rains, and occasional heavy rains due to the habagat continued to be felt until Wednesday in Metro Manila, and other parts of Luzon as tropical storm Karding continued to enhance the southwest monsoon even though the storm was already out of the Philippine area of responsibility.

PAGASA said on August 11, the country experienced more than half of August’s expected rainfall.

Marikina City

Over five thousand Marikina residents, especially from low-lying barangays of Malanday, Tanong, Concepcion and Nangka evacuated due to the high water level (third stage) reached by the Marikina river.  The river has reached as high as 20.4 meters at 10:30 pm, Saturday.  Marikina City follows a 3-stage alarm level system for the Marikina River:

  • 1st alarm (prepare) – water 15 meters above sea level
  • 2nd alarm (evacuate) – water 16 meters above sea level
  • 3rd alarm (forced evacuation) – water 18 meters above sea level

Disaster Preparedness Committee (DPC) members from the communities in Barangay Nangka and Malanday have reported neck-deep flooding in their areas yesterday evening.

As of today, Sunday 10:00 am, the river’s water level is 16.8 meters.  However, many a number of areas in Marikina remains impassable due to floods such as Provident Village, the Marikina Bridge underloop and Marcos Bridge underloop according to the Marikina Public Information Office (PIO).  The Office of the Mayor has already issued suspension of classes for Monday, August 13.

Affected residents are currently staying in seven evacuation centers in Marikina City:  Bulelak Gym, Tanong High School, Marikina Elementary School, Malanday Elementary School, Concepcion Integrated School, H. Bautista Elementary School and Nangka Elementary  School.

Barangays Nangka and Malanday are the most at-risk and the most populated barangays in Marikina City.  Both are largely urban poor communities and located near Marikina River that overflows during storms and even just when there is continuous and heavy rainfall.  Urban poor dwellers in the river banks are always affected.

As per report of DPCs in Marikina, in Malanday Elementary School alone, a total of 1,080 families or 4,892 individuals have evacuated since 5:00 pm Saturday.  In Nangka Elementary School, the total number of families who evacuated is 65, with 208 individuals.

Quezon City

DPCs from various areas in Quezon City have reported flooding in the urban poor communities of Manresa, Sta. Lucia, Tatalon, Sta.Cruz, Del Monte, Damayan, Masambong and San Antonio.

The following are the affected residents of QC from the DNCA conducted by the DPCs as of 11:00 pm Saturday, August 11, 2018:

Gutter to knee-deep floods caused heavy traffic and made unpassable the N. Domingo Gilmore, Q. Avenue Biak na Bato and SM Centerpoint Westbound.

Barangay 105 in Happy Land, Tondo, Manila City is the most-at-risk area in Manila City as it is in the coastal margin prone to flooding during the rainy season.

DPCs in said barangay reported that the rains left entire Happy Land in knee-deep floods. There is no available drinking water  affecting 155 households. Majority of the residents are “namumulasi” (scavengers) and “mag-uuling” (coal-makers), and their source of livelihood is severely affected for three to four days.

In Barangay 649 (Aplaya, Baseco), close to 1,000 families are affected by flood. Likewise, their livelihood is affected. Most of residents are poor fisherfolks and/or dependent on garlic pealing as their source of income.

In Barangay 101 (Tondo), 80 families of dock workers are severely affected.
