Situation Overview

At 6:00 PM today, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued General Flood Advisories for several regions across the country due to prevailing weather conditions that are bringing moderate to heavy rainfall. Affected regions include Central Luzon, CALABARZON, MIMAROPA, Bicol Region, Western Visayas, Central Visayas, Eastern Visayas, and Caraga.

Moderate to occasional heavy rains are forecasted in Central Luzon, CALABARZON, and Caraga. Moderate to heavy rains are expected in MIMAROPA, Bicol Region, and Eastern Visayas. Meanwhile, light to moderate rains with thunderstorms are forecasted in Western and Central Visayas. Rivers and tributaries are likely to be affected in some areas of each region.

At 8:00 PM today, a heavy rainfall warning was issued due to the influence of a shearline. It is currently bringing intense rains over parts of Bicol Region and Eastern Visayas. The weather disturbance has significantly increased the risk of flooding and landslides, particularly in low-lying areas.

The province of Catanduanes is currently under Red Warning Level, signifying a high risk of severe flooding and landslides. Residents in flood-prone and landslide-prone areas are strongly advised to evacuate or take necessary precautions.

Areas under Orange Warning, including Northern Samar, Albay (Rapu-Rapu, Bacacay), and Camarines Sur (Caramoan, Garchitorena, Goa, Lagonoy, Presentacion, San Jose, Siruma, Tinambac), are now experiencing heavy rainfall that may lead to flooding in low-lying communities and landslides in steep terrains. Preparedness measures, such as preemptive evacuation and securing essential items, are highly recommended.

Meanwhile, Sorsogon, Camarines Norte, and multiple towns in Albay and Camarines Sur are under Yellow Warning, indicating potential flooding near river channels and in low-lying areas. Residents should remain vigilant and be ready for possible worsening conditions.

Affected Populations

As of the latest update from the National Disaster Risk Reduction and Management Council (NDRRMC), a total of 472 families or 1,906 individuals were affected by the shearline in Palawan. 333 families or 1,209 individuals were served inside 9 evacuation centers, and 139 families or 697 individuals were served outside.

On Sunday, February 9, parts of Aborlan and Puerto Princesa City in Palawan were flooded due to incessant downpour of heavy rain. According to PAGASA, the rainfall in Puerto Princesa City reached 342 mm, recorded for three hours from 8AM to 11AM.

Classes were suspended the following day, February 10, in Quezon, Oriental Mindoro (Baco), Palawan (Aborlan, Bataraza, Kalayaan, Narra, Puerto Princesa City, Sofronio Española), Bicol Region (some parts of Albay, Camarines Sur, Catanduanes, Sorsogon), and Eastern Visayas (some parts of Biliran, Eastern Samar, Leyte, Northern Samar, Samar).

Today, February 10, Eastern Samar, particularly in Jipapad, Balangkayan, Dolores, Borongan City, Maslog, Taft, Arteche, Oras, and Can-avid, was also submerged in flood due to heavy rains caused by the shearline and northeast monsoon.
