Situation Overview
At 4:00AM, February 11, 2025, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued Forecast Weather Conditions for several regions across the country. that are bringing moderate to heavy rainfall. Cloudy skies with scattered rains and isolated thunderstorms caused by Shearline which may bring possible flash floods or landslides due to moderate to heavy with at times intense rains were forecasted in Visayas, Bicol Region, MIMAROPA, Quezon, and Aurora.
The Easterlies may cause cloudy skies with scattered rains and thunderstorms with possible flash floods or landslides due to moderate to at times heavy rains in Caraga and Davao and partly cloudy to cloudy skies with isolated rain showers or thunderstorms in the rest of Mindanao.
The Northeast Monsoon, on the other hand, may bring cloudy skies with rains in Metro Manila, Cagayan Valley, Cordillera Administrative Region, the rest of Central Luzon and CALABARZON, and partly cloudy to cloudy skies with isolated light rains in the rest of Luzon.
General Flood Advisories were released at 6:00AM for Central Luzon, CALABARZON, MIMAROPA, Bicol Region, Western Visayas, Central Visayas, Eastern Visayas, and Caraga. Rivers and its tributaries are likely to be affected in these regions.

Affected Populations
As of the latest update from the National Disaster Risk Reduction and Management Council (NDRRMC), a total of 13,067 families or 44,058 individuals were affected by the shearline in Palawan and Oriental Mindoro. Families were served inside 49 evacuation centers.
The Palawan Provincial Disaster Risk Reduction and Management Office reported that five (5) people died due to flood and heavy rains brought by the Shearline. Reports indicated that the vehicle carrying twelve people was swept away by the flood while attempting to cross the boundary between Aborlan and Puerto Princesa City. Seven survived the accident.
A total of 20,734 families or 72,510 individuals were affected by the shearline in Eastern Samar and Leyte. Seven (7) municipalities in Eastern Samar remained flooded. Rain-induced landslide was also reported in Jipapad, Eastern Samar and La Paz, Leyte.
