Typhoon Karding (I.N. Noru) Situation Report #1 September 25, 2022 5 PM

Situation Overview

On September 22, The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) issued the first weather bulletin regarding Super Typhoon ‘NORU’. It was a low-pressure area spotted in the East of Central Luzon that turned into a tropical depression. It was named “Karding” with an international name “Noru”. At around 2:00 pm it intensified into a Tropical Storm. The eye of TS Karding was estimated at 1,320 km East of Northern Luzon with maximum sustained winds of 65 km/h near the center, gustiness of up to 80 km/h, and central pressure of 1000 hPa while slowly moving Northwestward.

On September 23, TS Karding maintained its strength as it moved west-southwestward over the Philippine Sea with maximum sustained winds of 75 km/h near the center, gustiness of up to 90 km/h, and central pressure of 998 hPa. Tropical Cyclone Wind Signal (TCWS) No. 1 was raised over the eastern portion of Isabela (Divilacan, Palanan, Dinapigue, Maconacon, San Mariano, and Ilagan City) and the northern portion of Aurora (Casiguran, Dilasag, and Dinalungan).

On September 24, Karding (NORU) elevated into a severe tropical storm (STS) as it continued to move west-south-west towards the Quezon-Aurora area with a maximum sustained winds of 110 kph near the center, and gustiness of up to 135 kph.

Today, September 25, PAGASA upgrades Karding into a “Super Typhoon” with maximum sustained winds of 185 km/h this morning. Most of Luzon is under tropical cyclone wind signals. The country has issued an extreme emergency alert as Super Typhoon Noru approaches. Wind warning signals up over the following areas due to the super typhoon:

Tropical Cyclone Wind Signal no. 5 was hoisted in;

Polillo Island, the extreme northern portion of Quezon (the northern and central portions of General Nakar, the northern eastern portion of Infanta) extreme southern portion of Aurora (Dinangalan) extreme southern portion of Nueva Ecija (General Tinio, City of Gapan, Penaranda, San Isidro, Cabiao) Pampanga (Arayat, Candaba, Santa Ana, San Luis, the eastern and central portion of Pampanga.

Tropical Cyclone Wind Signal no.4 hoisted in;

Northern portion of Metro Manila (Marikina, Caloocan, Malabon, Navotas, Valenzuela and Quezon City) Calaguas Islands, the southern portion of Aurora (San Luis, Baler, Maria Aurora) Central and southern portion on Nueva Ecija (Cuyapo, Nampicuan, Guimba, Licab, Zaragoza, San Antonio, San Leonardo, Jaen, Santa Rosa, Palayan City, Gabaldon, Laur, Cabanatuan City, Aliaga, Quezon, Santo Domingo, Talavera, Llanera, General Mamerto, Natividad, Rizal, Bongabon, Talugtug) Tarlac, Zambales and the rest of Bulacan.

As STY Karding continues to strengthen, the highest emergency preparedness and response protocols has been activated in Metro Manila, Central Luzon, CALABARZON, MIMAROPA and Bicol Region. Forced evacuation continues as STY Karding threatening large portion of central Luzon. The National Disaster Risk Reduction and Management Council (NDRRMC) announced that 97 families or 336 people were previously evacuated in Regions 2 (Cagayan Valley) and 3 (Central Luzon).

While the super typhoon transverses the Aurora province, violent waves were experienced in Dinangalan. It raised fears from the residents as waves already reached the area where boats were brought to higher ground earlier this morning. Meanwhile, very strong wind and rain are also currently being experienced in Panukulan Quezon, part of Polillo Island. Power outage were also currently being experienced in the said province. Several local government units ordered the suspension of classes on Monday (Sept. 26, 2022) due to bad weather brought by Super Typhoon Karding.

In Quezon City, the arrangement of evacuation center sites is in full swing. Several residents living in low-lying areas were flee for their safety. At around 5:30 pm today, the center of the eye of STY Karding made its first landfall in the vicinity of Burdeos, Quezon.

Meanwhile, STY Karding has not yet exited the Philippine Area of Responsibility (PAR), another tropical storm or Tropical Depression has formed in the Pacific Ocean according to PAGASA.

Affected Populations

In Bicol Region, approximately 571 travelers bound for the provinces of Catanduanes and Masbate and several places in the Visayas and Mindanao regions were stranded at major ports in Bicol on Sunday as the Philippine Coast Guard (PCG) enforced the “no sailing policy ” due to Super Typhoon Karding. According to the Office of Civil Defense-Bicol (OCD-5) 89 rolling cargoes and 12 sea vessels were also stranded mostly in the port of Matnog in Sorsogon, while at least three sea vessels took shelter

Meanwhile, there are 27 families or 127 individuals from Brgy. Roxas in District 4 evacuated and went to evacuation to ensure their safety.

Emergency Response Efforts
• CDRC and its regional centers are actively monitoring the situation and will continue to issue updates once information is obtained from official sources.
• CDRC is also closely coordinating with its regional centers in affected areas to collect information on the situation and needs on the ground.
• As of 3:00 pm today, CDRC activated its Emergency Response Team for STY Karding, as well as the affected regions of its regional centers. (STPRC and CVDRC).
• CDRC’s Regional Centers are started coordinating with their respective LGU partners, particularly with the Local DRRM Offices in the affected cities and provinces.
• Emergency Response Teams of the respective affected regional centers have been monitoring developments in the local situation and continue to send data from the ground.
• CDRC’s emergency response team are on standby for possible immediate deployment.
• CDRC coordinates mechanisms and fundraising efforts. A call for donations for STY Karding has already been posted in our official Facebook and Twitter page.
